Here is what you do:

Decorate paper plate with paint, crayons, fabric pieces, markers etc. to create the witch coat. Let it dry. Cut face, hands, feet and witch hat out of construction paper or craft foam. Fold the paper plate two times and glue wooden stick, hands and legs inside paper plate. Sandwich paper plate between the two witch heads and glue them together. Use fabric or ribbon to make a scarf. Decorate face and hair of witch. Glue witch hat on each side of face. Hang the witch from the ceiling and watch her fly around the room.
